The National Education Association in the United States reports that the number of students enrolled in special education programmes has risen 30 percent over the past ten years, with 75 percent of students with disabilities spending part or all of their school days in a general education classroom (Neese, 2020). In contrast, research from the World Bank and the Global Partnership for Education (GPE) found that primary school completion for children with disabilities in 19 developing countries is just 48 percent, and as many as three in ten children with disabilities have never been in school.2.
